The new mandate of the CNMC Presidency coincides with a pivotal change in society and the global economy, marked firstly by the health crisis caused by the COVID-19 pandemic and secondly by the energy crisis resulting from Russia's invasion of Ukraine and the subsequent inflationary tension. These changes have only accelerated an unstoppable transformation whose axes are marked, more than ever, by digitalization and sustainable development.

The CNMC Strategic Plan for the 2021-2026 period aims for the CNMC, by the end of the period it covers, to have contributed to achieving these two major objectives, while ensuring within the scope of its functions an efficient and predictable supervisory and regulatory context, where companies can compete on equal terms,
always making consumers and users the ultimate beneficiaries.

The Strategic Plan establishes a series of objectives on which the specific actions of each of the approved action plans are built.

In the current context, achieving the results of these competitive and innovative markets requires the integration into the CNMC's activity of two major challenges that are also drivers of economic growth: digitalization and ecological transition.

Therefore, the strategic lines of the CNMC are necessarily reoriented to align its functions and competencies with an innovative, connected, and sustainable environment where the benefit of the consumer (energy, digital, audiovisual...) is the ultimate goal.

This 2021-2022 action plan includes the first steps towards achieving these objectives.

The need for continuous and transparent evaluation of the achievement of the objectives proposed by this biennial plan requires an accountability action at the end of the first year of the plan, in order to assess the degree of compliance with the objectives during 2021 and, if necessary, the addition or specification of those objectives that must be addressed during 2022.

The plan has been subjected to public consultation in the necessary exercise of transparency and predictability that should govern any public action.

The Strategic Plan of the CNMC is the result of the reflection and contributions of the council members, the directions, and departments of the National Commission of Markets and Competition. It also incorporates the comments from the Public Consultation conducted between April 8 and April 29, 2014.

After its approval by the CNMC Council on May 8, 2014, it was presented to the Economy and Competitiveness Commission of the Congress of Deputies on May 13, and to the Economy and Competitiveness Commission of the Senate on June 26, 2014.
