The Market Unity Guarantee Law (LGUM) ensures the free movement and establishment of economic operators, the free circulation of goods and services throughout the national territory, and the equality of basic conditions for conducting economic activity.

Its objective is to eliminate administrative barriers and bureaucratic obstacles, allowing companies to operate in the different Autonomous Communities without the obligation to comply with different regulations in each of them.

It is based on the following principles:

  • Principle of non-discrimination.
  • Principle of cooperation and mutual trust.
  • Principle of necessity and proportionality of actions by competent authorities.
  • Principle of effectiveness of these actions throughout the national territory.
  • Principle of burden simplification.
  • Principle of transparency.

What kind of barriers?

For example:

  • Unjustified activity reservations in the field of construction.
  • Excessive requirements for access to or exercise of transport activities.
  • Discriminatory requirements in the field of clinical analysis.
  • Etc.

Who should be contacted?

The Secretariat of the Council for Market Unity (SECUM), the CNMC, and other contact points, both state and regional.

We can issue a report on administrative claims submitted by operators (Article 26 LGUM)
