Access Obligations Control

We ensure access to railway infrastructures, both to the general interest railway network and to service facilities, with the following objectives:

Improve the development of the railway sector
Ensure the plurality of the offer
Ensure that railway services are provided under objective, transparent, and non-discriminatory conditions
Guarantee equal access among railway companies, mediating the relationship between them and the railway infrastructure managers and service facility operators

In particular, we supervise the conditions set by ADIF and ADIF Alta Velocidad to access the railway network using our ex ante powers (such as drafting reports on the Network Statement of the infrastructure managers, a document that outlines the characteristics of the network and the conditions of access to it) and ex post powers (through the initiation of investigations ex officio). We also ensure that companies can use service facilities, which include very diverse infrastructures, from maintenance workshops to freight terminals and passenger stations.
