Group of Supervisory Authorities for Audiovisual Communication Services

The second additional provision of Law 13/2022, of July 7, General Audiovisual Communication Law creates the Group of Supervisory Authorities for Audiovisual Communication Services, as a cooperation body under the terms of Article 145 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

Composition

The Group is composed of representatives of independent authorities at the state and regional levels that have primary responsibility for supervising audiovisual communication services or, in cases where there is no authority or body, by other representatives chosen through their own procedures.

There are four independent authorities in the audiovisual field in Spain:

The Group is chaired by the CNMC. Additionally, it has two rotating vice presidencies, one reserved for one of the independent regional authorities (in 2025, the CAC) and the other for representatives of autonomous communities without an independent audiovisual authority (representatives of the Basque Government, through the Director of Cabinet and Social Media of the Department of Culture and Linguistic Policy of the Basque Government).

 

In the plenary meeting of January 13, 2025, the group approved its internal regulations.

Working groups

The Plenary of the Group of Supervisory Authorities for Audiovisual Communication Services has agreed to create the following working groups for the exchange of information and best practices in the following areas:

European works

This group, led by the CACV, has the following objectives:

  • The exchange of experience and best practices in the supervision of European works obligations, both nationally and internationally.
  • Facilitating the collection of information from the autonomous communities by the CNMC, for the preparation of annual reports. 
     

Media literacy

This group, led by the CAA, has the following objectives:

  • The exchange of experiences and best practices in the collection of information on media literacy actions both nationally and internationally.
  • Facilitating the collection of information from the autonomous communities by the CNMC, for the preparation of reports to be submitted to the European Commission. 
     

Online audiovisual services

This group, led by the CNMC, has the following objectives:

  • The exchange of experience and best practices in the supervision of online agents, both nationally and internationally.
  • The exchange of opinions on the delimitation of service provision areas, state or regional.
