Within the framework of ex-ante market regulation, we impose certain specific obligations on operators designated with significant market power in the corresponding reference markets, which may include:
- Access to their network for other operators
- Price control and cost accounting
- Transparency and non-discrimination
Current wholesale offers
We approve and review the reference offers that include the technical and economic conditions under which the operator designated with significant market power provides regulated wholesale services to other operators; for most of these offers, we also set the access prices to the network of the operator with significant market power.

From November 21, 2024, the effective date of Resolution OFE/DTSA/002/23, Telefónica's obligation to respond to TDM interconnection requests and to publish the OIR-TDM is suspended.

Wholesale Access to Telephone Line (AMLT)
From January 27, 2025, Telefónica's obligation to provide wholesale access to the telephone line over copper accesses (AMLT) and to publish the reference offer is eliminated, in accordance with Resolution ANME/DTSA/001/23 MARKET 2/2007.
