Numbering Registry

Article 30 of Law 11/2022, of June 28, General Telecommunications Law, in its section 5 states that it is the responsibility of the CNMC to grant the rights to use public resources regulated in the national numbering plans.

Thus, the Commission manages the numbering space corresponding to the country code "34" of Recommendation E.164 of the International Telecommunication Union (ITU), assigned to Spain by this organization. Within the scope of telephone numbering, geographic numbering, numbering for nomadic services, numbering for mobile communication services, numbering for special rate services, short numbers, operator selection codes, numbering for machine-to-machine (M2M) services, numbering for personal services, numbering for private virtual network (PVN) services, and numbering for Internet access services are assigned.

Other numbering resources are also managed, such as National and International Signaling Point Codes (CPSN and CPSI, ITU Recommendation Q.708), Mobile Network Identifiers (IRM or MNC, ITU Recommendation E.212), Portability Routing Codes (NRN), and numbering for the provision of short message and multimedia services, whether premium-rated (STA) or costing the subscriber equal to or less than a normal message between end users (non-STA).

Annually, the CNMC prepares a report analyzing the efficiency in the use of the numbering assigned up to December of the corresponding year. This analysis is based on the data that operators are required to submit annually in January, provided that more than six months have passed since the notification date of the assignment resolution, or three months in the case of numbering for messaging services.

Here, documents related to the procedures for the assignment, sub-assignment, modification, and cancellation of the assignment of public numbering resources can be submitted, as well as information regarding the semi-annual and/or annual control of numbering.

Numbering Registry Consultation 

Here, numbering can be consulted through a form, files containing all assigned numbering can be downloaded, as well as the latest movements can be reviewed. Additionally, the operator providing service for fixed and mobile numbering (information provided by the AOP and AOPM respectively) can be consulted.
