We analyze Telefónica's retail offers to ensure they are economically replicable by an efficient alternative operator. This work encompasses both standardized offers, usually aimed at residential customers, and those tailored to large business clients. The respective methodologies of the residential and business replicability tests establish which offers are specifically subject to CNMC control and what criteria are applied for their analysis.  

Additionally, we ensure that the retail prices of the services included in the universal service are affordable and do not prevent consumers with low incomes or special social needs from accessing them.”
