Verification and determination of net cost of universal service

We verify and approve the annual declaration of the net cost of universal service made by the operators obligated to provide it. Subsequently, we determine the net cost of universal service for each year and, on the other hand, whether such cost constitutes an unjustified burden for the operators obligated to provide it, in which case the mechanism for financing universal service must be initiated.

In that case, we establish which operators are obligated to share the net cost of that fiscal year and specify the exact amounts each operator must contribute to what is called the National Universal Service Fund (FNSU). Current regulations entrust the CNMC with the management of the FNSU, which involves collecting the aforementioned amounts as well as transferring them to the operators providing the US.

We supervise the evolution and level of public pricing of the services included in universal service and ensure their affordability.
