Conflict Resolution

We are the body to which railway companies can turn in case of disagreement regarding the access conditions set by railway infrastructure managers or service facility operators.

With infrastructure managers

In relation to ADIF and ADIF Alta Velocidad, we resolve conflicts related to:

The content and application of the Network Statement.
The capacity allocation procedures and their results.
The amount, structure, or application of railway charges and fees.
Any discriminatory treatment in access to infrastructures or services linked to them.
The provision of services in railway corridors.

With service facility operators

We also resolve claims that railway companies may raise in their relationships with operators of railway service facilities.
Discrepancies may refer, for example, to:

Denials of access to facilities and services
Discriminatory treatment in access or in the conditions for providing basic, complementary, and auxiliary services
The prices set for access and the provision of basic, complementary, and auxiliary services
